The ‘Transformative Agreement’ (TA) signed between Oxford and TÜBİTAK-ULAKBİM is valid for three years, from January 1, 2026, to December 31, 2028. Under the agreement, you will be able to publish open access without paying the Article Processing Charge (APC) in your applications, provided that you are the responsible author.
Ibn Haldun University members will be able to publish open access without paying the Article Processing Charge in 451 "Hybrid" and "Full Open Access" journals included in the Oxford Journals Online 2026 journal collection. There is an annual article quota under the agreement. If the annual quota is reached, the APC fee must be paid for publication.
*The corresponding author must be a permanent academic staff member of the University and use a corporate e-mail address with the extension "@ihu.edu.tr" during the application.
**If an author whose article has been accepted by the aforementioned journals wishes to benefit from the agreement, approval for publication will be granted by TÜBİTAK-ULAKBİM.

Under the agreement, you are offered the opportunity to publish without paying the Article Processing Charge (APC) and without any quota restrictions, provided that you are the corresponding author.
Ibn Haldun University members will be able to publish unlimited open-access publications in 443 "Hybrid" and "Gold Open Access" journals in the Cambridge Journals Online 2026 collection, without paying an Article Processing Charge or a quota limit.
*It is mandatory to use the corporate e-mail address with the extension "@ihu.edu.tr, @stu.ihu.edu.tr, @ibnhaldun.edu.tr" on the relevant form during the application.
Within the scope of the SAGE Premier Journals subscription, you can submit your article applications using your corporate e-mail address, and open-access publishing is offered with a 95% discount on the Article Processing Charge (APC).
Ibn Haldun University members who are the corresponding authors of the article can publish unlimited articles in 1033 "Hybrid" journals in the Sage Premier journal package by paying only 200 GBP as an Article Processing Charge.

The 'Transformative Agreement' (TA) signed between Springer Nature and TÜBİTAK-ULAKBİM became active again on January 1, 2026. The agreement covers the period 2024-2026.
Ibn Haldun University members will be able to publish open-access publications in the types of "Original Article", "Review Article", and "Continuing Education" in Q1 and Q2 group Springer Nature Hybrid journals (922 journals), which are included in the SCIE, SSCI, and AHCI subject classification indexed in Web of Science, without paying the Article Processing Charge (APC). Under the agreement, there is an annual quota of articles. The publication must pay the APC fee if the yearly quota is filled.
With the pilot application launched in BMC journals from Springer Nature, a 75% APC discount will be applied to our country. Thus, our researchers publishing in 62 BMC journals will pay only 25% of the total APC fee. For BMC journals included in the pilot program, click here.

The TÜBİTAK-ULAKBİM Wiley agreement for the 2026–2028 period under the "Read & Publish" agreement became active on February 17, 2026.
Ibn Haldun University members will be able to publish open access publications in the types of "Research Article", "Review Article", "Data Article" and "Rapid Publication" in the Q1 and Q2 group Wiley Hybrid and Wiley Gold Journals (1316 journals), which are included in the SCIE, SSCI, and AHCI subject classification indexed in Web of Science (WOS), without paying the Article Processing Charge (APC). There is an annual quota of articles under the agreement. If the yearly quota is filled, the APC fee of the publication must be paid.
